    A fan with out a shroud is better than no fan at all,  but consider this,  at idle or at low cruising speeds,  you need your entire cooling system working at its optimum.  An unshrouded fan is drawing cooling air only through an area of the core that is equal in size to that of the blade itself,  not the complete area of the core.  For example, a typical '32 Ford radiator core has approximately 371 sq. inches of cooling area.  A 15 1\2 inch diameter fan equals about 189 sq. inches of area.  This means that out of the total core available for cooling, almost 49 percent of the unshrouded core is not receiving any benefit from the fan.  Shrouding your radiator permits the fan to pull air through the entire core of the radiator for maximum cooling.
